The Organizational Structure of ARDBs as it emerged over the years is not uniform all over the country. The total No. of SCARDBs are 16, the Structure is Federal in 7 States, Unitary in 7 States and in 2 States having a Mixed Structure. In three States, State Co-operative Banks (STCBs) are providing term loans for agriculture along with production credit.
Under the federal structure which is operative in 7 states viz. Haryana, Karnataka, Kerala, Odisha, Punjab, Rajasthan and Tamil Nadu, individual borrowers are members of primary units, or PCARDBs which, in turn, are federated into state level SCARDB in each state.
The unitary structure which is functioning in 7 states viz. Assam, Bihar, Gujarat, Jammu & Kashmir, Pondicherry, Tripura & Uttar Pradesh, has a single state level institution which operates through its branch network; the branches are not independent entities though individual farmers are serviced through them.
Two states viz. Himanchal Pradesh and West Bengal are serviced through the mixed structure comprising both PCARDBs and branches of SCARDBs.
